So, the extra water helped. And I have continued to feed, and water. However, after a flush of growth and one round of blooms, these 2 roses have returned to stagnation.
A check of the soil near the Sterling Silver had a lot of water roots, and was wet. Zero new growth
Midnight in Blue, the budlet eyes seem alive, but don't sprout.
Anyone see something visually about these roses?

I think the tree may be holding them back. If you keep watering and give organic fertilizer, they will probably have a nice Spring bloom.
Rescuing the roses to a pot with good potting mix, they would probably revive further in time.
