    Kathy,

    You can achieve this look through multiple materials. ALL should be done professionally to achieve a level and smooth finish. There is no specific location for this as it would be done by a concrete/flooring pro and is labor intensive.

    - Painted and sealed concrete floor.

    - Colored Epoxy base with a clear finish.

    - Colored Self leveling material with a clear finish.

    Keep in mind that this picture is edited/photoshopped. The floor appears to have a matte finish in open areas but the reflection of the cabinets have a glossy look.
