What is adequate spacing per person (or "stool")?

I'm working with limited space and trying to figure out how much length is required to seat a person but still have room to scoot out and in. For instance, my breakfast table chairs are 18" wide where your knees bend. So is 22" per person reasonable if trying to figure out how many people can comfortably sit at an island area? In other words, to seat 3 people at the island it seems I'd need it to be close to 6 feet long. Also, what is a reasonable overhang - place-setting depth? Thank you!

    we usually work to about 60- 90cm per person depending on your chairs and the likely size of your users

    Personally, I feel that 27" is the absolute minimum, but here is a more complete explanation.

    We created an 8' peninsula and attempted to put 4 stools there and it was not usable. Three stools fit comfortably and one person could get up and out while others were seated. So that indicates it needs to be more than 2' per person and I would think it would be more like 32" per person.
